They are fiberglass. Fiberglass doesn't burn but the resin melts. The local State Forest bought a bunch of these spent a lot of money with doing a lot of research. The first controlled burn, all in the burn area were laying on the ground.

    Here is San Diego the County uses these flexible fiberglass markers
    4ft long with various labels. I do not know the cost but the labels
    remain readable for many years and the post itself is unfazed by our
    weather. I recommend the Dual-Flex or the SignPost models that
    support decals on both sides.
