yes, but...but...but..
the handler DID know and DID have the opportunity to both AVOID it and
CORRECT it. Who was closer to her horse than she, (except the attack victim
perhaps) and who knew this could happen? The handler. She knew, she failed to
avoid it or reprimand the horse.
