General advice is to have at least enough slack to insert 2 fingers (side-by-side) between the chain and the chin. If you pull back on the reins, the chain should engage after the cheek pieces move about 30 degrees. If it engages when you barely pull on the reins, it is too tight, and if it doesn't engage until the cheeks are pointing back more than 45 degrees, it is too loose. ( figure the cheek pieces point straight down when at rest, and 90 degrees will be pointing back toward the horse and be parallel to the ground (waay too loose).
