Absolutely right about horses hating to pee on surfaces that splash!  That said, have seen too many horses with respiratory irritation, eye irritation, and even scratched corneas from blowing shavings in the trailer--so prefer to use straw or old hay (or even dirt, as long as it isn't fine and dusty) for this function.

If your horse doesn’t like to pee in the trailer, it might be because you’re not bedding the floor with shavings.  You KNOW how they hate to have pee splash up on their legs.  Put a nice thick layer of shavings in there and you might have better luck.
