The marketing course on poll design I took would also suggest that after a
reasonable time for response, the poll be resent. Later phone calls to the
remainder could be made. The instructor outlined this type of methodology
indicated that it gets a much more representative sampling.
Obviously if you feel that folk would not answer truthfully if they thought
they could be id'd some sort of inner envelope etc. would be required.
