In my experience, the key element is not the vacuum cleaner itself
(a vacuum is a vacuum, just more or less powerful); the key element
is the headpiece.  The Electro-Grooms have this wonderful headpiece
that allow just enough air in to facilitate maximum suction and therefore
dirt/dust pickup, without sealing itself to the horse's coat.
 
The cheaper "horse" vacuum (Metro Vac 'N Blo) that I bought had a
wonderful-looking assortment of headpieces--none of which worked
worth a damn.  The curry comb-like pieces let waaaay too much
air in to do the kind of deep cleaning, all the way to the skin, even
on a winter coat, that the Electro-Groom is so good at.  The only
piece the Vac 'N Blo had that worked well was the spaghetti-toothed
brush.  And that, being plastic, wore out and started snapping teeth
off after just one grooming session.
 
The best solution is the Electro-Groom.  They last for decades with
near-zero maintenance.
 
The best cheap solution is to find someone who will sell you the
Electro-Groom's metal headpiece separately (I see them occasionally--
Dover Saddlery used to sell them separate), and use an adapter to
connect it to a run-of-the-mill low-cost shop vacuum.
