I suspect the "tradition" got started in the NW because in years past, most RMs did not give the same completion awards for the different distances, so there was a cost differential in the awards.  Also, it cost more to have vets on duty all night for 100s, whereas an extra day vet that went home early might help with the peak work load when the LDs were on the trail.
 
As an example with awards, we would sometimes give a T-shirt for the LD, a sweatshirt for the 50s, and a hooded sweatshirt or jacket for the 100s...

So I gather that in some parts of the country, all distances are charged the
ride fee. In the NW, all distances are charged differently. While I think
that it is fair to charge the same as the trail takes the same amount to
mark (tho more is required for longer distances), the awards cost the same,
etc. However, when I made a comment about it, one of the responses I got
was that we'd probably see fewer and fewer riders in total. (Regional
tradition, I guess.)
