I put a bunch of gravel or small stones in an old water bottle holder on my saddle.  When a dog comes charging out, I fling a handful of the rocks at them.  It works better than trying to throw a single stone or use pepper spray since I don't have to aim.  Of course, when I'm riding Cheers I have no worries, he chases dogs with no prompting!  He's better than a mule or a llama in the pasture, and will even chase loose cattle off the trail.  I draw the line on him trying to chase down bicyclers going past me....except once, and that's another story!
