If it  weren't for the frequent veterinary checks, which are 
mandatory, can > you  imagine how many endurance racing horses would
die because of 
their  > riders' consuming desire to win?

I'd rather he'd said:

Credit the American Endurance Ride Conference, which after a rocky
beginning has been at the forefront of requiring horses to be at least 4
years old for a Limited Distance event or 5 years old to compete in an
endurance event, while requiring mandatory veterinary checks to protect
the horses and a drug free policy. These policies and protections which
have been mandated by the riders themselves have encouraged would be
abusers to choose other venues.
