Anybody who thinks that a federal law allowing federal agents to impound
any horse "at any horse show, horse exhibition..." that "is sore" or
"has probable cause to believe is sore" is off topic with respect to
"endurance" is off their nut.

That would mean that federal agents could show up at any endurance ride
and start impounding every horse that had been pulled for lameness.

Doesn't sound off topic to endurance riders to me.
