When deciding whether to carry when the law says no, you might consider 
this adage I was told during some volunteer law-enforcement training:

"I would rather be tried by twelve than be carried by six."

The adage refers to a decision by a police officer to shoot or not shoot 
in a dangerous but ambiguous situation -- but it applies to civilians as 
well.
