I like my WindPro a lot.  Although it never rains in California.  We just have earthquakes and fires.
 
I did get a pair of nylon overpants to wear over tights, but I don't think they were too much cheaper, and certainly not warmer.  Don't even remember what the brand name is, I got it about 4 years ago.
