In my experience, the most common compound used for supplementing
magnesium in livestock is magnesium oxide...however, I have used
magnesium sulfate (i.e. epsom salts) as they are a dirt cheap magnesium
supplement.

You would have to give an awful lot of it for it to have any appreciable
laxative effects on a horse.  When I have used it for supplementing a
horse with magnesium, I have used less than the "recommended dose" for a
laxative in a person. It is only a "powerful laxative" in pretty large
quantities (which is another way of saying that it is a mild laxative
:)).

I have no experience with magnesium citrate.
