Hoary alyssum (a weed with little white flowers) can be toxic.  It causes limb edema, not sure about the belly edema.  It is hard to see in hay and is more common in dry conditions, so if it's in your grass hay you just started feeding, that could be the problem.  If you take the hay away, you should see improvement in a couple of days.
