Silly rule or not, it IS a rule; any rider not in compliance should be
disqualified.  That's what rules are for, and that is what "compulsory"
means.  In fact, the riders shouldn't even have been allowed to start.
If they had the collared shirt on at the start and removed it, then they
should be disqualified.

One of the best ways to get bad rules repealed is to enforce them
strictly.

If organizations actually enforced all their rules, they would have
fewer bad rules (this is true of governments as well).
