Sounds like they need to get some water trucks to start hauling water to the tanks.  I agree, I'd be on the phone, emailing and faxing, if I was in that situation.  They need to organize... I'm sure they're doing that.

I have a very hard time believing that the Tennessee Farm Bureau would allow
such a restriction to stay in effect.  TNFB is extremely powerful politically.
I'd be on the phone to Farm Bureau, my Farm Bureau regional rep, my state
legislators (local governments are *not* allowed to overrule state laws and
regulations), the state Dept. of Ag vets, the local Extension agent,
AND the Humane Society!!!
