The wider, flatter horses have a topline with a more open angle than "average" horses. Your saddle is trying to find its spot where the angle of the shoulder fits the angle of the horse...which is the neck in your horse's case. The saddle tree's shoulder angle needs to fit the shoulder angle of the horse in order for it to stay there. Ideally, it should match the angle just behind the scapula, where it is supposed to be. Otherwise it goes to where it does fit. If you take your hand and run it palm down from the mid-neck to the saddle area you will note that it starts out at a steep angle, then gradually becomes less steep as it goes back. You might need to find a saddle tree that is made for Haflingers or wider horses..."very broad angle" types.
