Call the Sheriff and file a complaint. I suspect leaving the scene of an 
accident where there was an injury is a crime. Contact the Forest office 
and file a complaint.

Something similar happened at riding area in Florida - the rider was 
hurt and the cyclist left the scene. The horse was took off and lost. 
The woman managed to get to a road and flag down a car which called 911. 
They found the horse and the woman will be okay. The Sheriff took the 
womans statement and they are looking for the cyclist.

This kind of behavior cannot be tolerated.
