Personally, I would like to see those go away.  They are extremely confusing
and implemented in different ways by different Vets. However, if we HAVE to
have these "sub-codes", then Truman's interpretation is the only reasonable
one. 

There are times when a Vet would like to pull a horse when "fit to continue"
is marginal, but can't honestly do so.  This interpretation allows the vet
to "negotiate" with the rider. I have watched this many times while working
rides. The Vet offers to let the rider go on with a warning to take it easy
and indicating that a pull at the next check is very likely.  However, if
the rider agrees to quit now, they are given an RO, avoiding a pull. It's a
win/win for the Vet....AND the horse. If the horse is deemed "fit to
continue" and the rider CHOOSES to quit for ANY reason, it's a RO.

The vet committee news letter seems to be a clarification of RO vs. RO-L 
and RO-M. The term "personal circumstances" is quite general and quite 
vague. The key working is it seems "... and the horse must be deemed fit 
to continue in order to use this code." The way I read is if the vet 
deems the horse "fit to continue" and you chose not to for what ever 
reason - it is an RO.
