Coming from a Supply Chain / Logistics background myself and my husband in sales dealing with LTL and whole truckloads...This price per mile quoted is WAY too high at $3/mile.  You can get much better rates.  The key is to find someone who needs to pick something up after they drop the hay.  Deadheading will cost more which is what they tell you on that website "one way" price.
The best bet is too find someone who would be bringing fruits and veggies from the South to the North.  Get them to take hay down on their way to pick up the Southern Veggies/fruit.  This way there is a whole truck load each direction.  You should be able to take a 52 foot truck from CA-NY for $3000 shipping....just an example....alot less than $3 per mile...and that's usually deadheading!  North to South and vice versa would be less.
