There is a second big issue with refineries. There are many different formulations sold in this country based on state laws. For example CA requires a different formulation that most other states. CO and some other inter mountain states require different formulations in winter and summer.

This causes a lot of refinery down time to clean the refinery to produce a different formulation. This also results in differences in supply and demand for the different formulations. This is one of the biggest contributors to the differences in the cost. The federal and state governments could go a long way in stabilizing gas cost if they would agree on a nation wide formulation for gasoline.

I'm no fan of oil companies, however, given the current politics in the world their risk is quite high. Some tin horn dictator can walk in with his military and seize all the assets of an oil field at the blink of an eye. They have to cover that risk.
