If I were uncharitable, I would be inclined to believe that the FEI TC
was entirely cognizent of this issue and deliberately put in place a
requirement that would effectively exclude the entire home team for
whatever political reasons (which, being uncharitable, I could easily
come up with) while dressing it up as "concern for welfare of the
horse."

If I don't want to be uncharitable, I, instead, have to assume that they
are just too stupid to figure out that excluding the entire home team is
effectively what they have done.

I am in the uncomfortable position of having to choose between being
uncharitable or thinking them stupid.
