Well, Jody if you look at it that way, then let?s repeal the laws on drunk
driving, murder, rape, etc., because only a small number of the population
?participate? in those actions as well. Laws/rules, etc. are made to protect
us (in this case our horses) from the exception, not the rule. If you don?t
?participate?, then why do you care?? Are you saying you think it?s OK to
?participate? in riding your horse into metabolic stress?

Hmmmm?? 

So it?s OK with you if a ?few? people abuse their horses, because most do
not? Strange logic?..Makes no sense to me?.JMHO

If your talking about making it a "standard" off time between rides, be very
careful while treading that direction.
Most of what goes on HERE? (AERC) is not a problem of repeat offenders, but
some that do override, and some that just have things go wrong.? Not to say
that we don't have a few repeat offenders and I am certainly against them
being
allowed to continue...but they are only a couple.? The rest of us don't need
to be policed.
