Food prejudices are cultural and religous based.  When someone attempts to force others into their ideas of morality is where the problem starts.
 
If someone wants the consumption of horse banned on ethical grounds they should also support:
 
1. A ban on the consumption of pork.  Two major religions Judaism and Islam do not allow consumption of pork.
2. A ban on Lobster.  Same two religions.
3. A ban on consumption of Cattle.  Hindus do not eat Cow.
4. A ban on the consumption of all meat.  This would be supported by many Hindus and many Buddhists.
5. Reinstate the prohibition on consumption of alcohol.  Many Christian groups supported this the first time around.
6. And probably many other foods detested by smaller groups. (Wendy does not eat Lamb because they are "cute". )
 
My point is: In a free country we must refrain from attempting to legislate our person religious and/or moral code.  Not everyone believes the same thing.
