We have a Border Collie that is missing all of his upper front teeth, thanks to one of the horses. He emerged from the paddock spitting teeth and blood. I called our vet clinic and they referred me to a Bay Area canine dentist who indicated that for $8,000 they could do some implants and tooth restoration. I decided the dog could live nicely without his upper teeth, and he hasn't missed a meal since then. He also hasn't learned anything from that experience. Herding is so deeply bred into them that they couldn't quit if they tried.

If they are like other herding dogs I know, they chase horses all of the time. The owner has most likely given up and accepts the fact that they get kicked by horses.
