Similarly, thinking about torturing and killing people is not murder either though equally reflective of a sick mind. What should happen is, especially now that we DO have evidence that some murderers got their start torturing and killing animals, that the killing of animals needs to be treated MUCH more seriously than it is now. "Johnny is a good boy, so polite. SURELY when he hung that kitty up on the fence, he didn't mean to hurt it" is a perfect description of a sociopath in the making.
