Like the already existing regulations for the USDA, there are systems in place Pimlico and obviously, they work.

I don't if any you all have been following this but Pimlico (home of the Preakness) is under quararentine and this now affects approx 500 horses.  Since the beginning of the new year, there have been 11 horses showing signs of Equine Herpes Virus (EHV-1).  2 of those were euthanized and tested positive.
  
However, they KNOW the ground zero horse!!!  The officials have been critisized for acting slowly.  It wasn't a case of not knowing being able to ID the horse.
  
 
  
EHV-! has a neurological component and that according to the Pimlico website is what these horses are succombing to.  There is no known reliable method of preventing the neurological form; although it is believed that the vaccinations help.  It is an aerolized disease and trasmission of the disease can occur by coughing and sneezing over a distance of 35 feet or by direct contact with a horse, feed or equipment.
  
 
There have been severla other EHV-1 at different racetracks in 2005.

So, again, why this terrible expensive and invasive program when there are already safeguards in place?
