It's not the microchipping (well, for ranchers it is because of the 
extra costs involved for hundreds if not thousands of animals), it's 
the governmental database.  Dog microchipping info isn't in a 
governmental database, and presumably if the government wanted info 
from the dog database, they'd have to go to court to obtain 
it.  Having livestock info in a government mandated database means 
there is no privacy and therefore no need for due process.

As it is, there are perfectly good records kept now on the flow of 
livestock (chain of ownership and location), and it seems to me that 
if the government suddenly has need of that info, they can go about 
getting it through our perfectly good court system.
