Their heads still need the additional areas protected (perhaps even MORE important for kids!) and being proportionately smaller I'd suspect that the trajectories are similar to adults coming off of bigger horses.
 
You can get kids' riding helmets pretty inexpensively--look into the Troxel Sport, and maybe someone has some other suggestions.  But your last statement says it all--your kids are worth it.

What about children’s bike helmets?  I’d like to get my two children (ages 6 and 4) into riding at a local stable.  They would be on small ponies in an arena and their helmets come down in back to cover the skull.  If it turns out they don’t enjoy riding (not a risk with one of my kids) then I won’t have spent a major amount of money on riding helmets (not that they aren’t worth it!)  J
