[RC] Cooling - water as an insulation barrier - Trails End Farm

I cannot recall the source but I remember hearing somewhere that the advice to remove water so as not to create an insulation barrier was actually not true.  The reason given is that water has a high heat capacity - it can be exposed to lots of heat without actually increasing its temperature.  An example was given of a car’s radiator – its uses water to cool the engine.  I’m sure I’m not doing this description justice, but I’m hoping the point comes across.  

 

Can anyone comment on the validity of this?
