I have 2 horses with possible paint or pinto
background (mustang) with high white stockings and black hooves, so maybe hoof
color isn't always indicitive of hair/skin color?

I have seen this if there were little spots of
colored hair around the hoof top, sometimes the hoof has stripes of lite and
dark.
