Since the heater is not on all of the time, horses will sense 
when it is off and then drink.

 This is very true.  Out of three tanks with 
heaters (in three different paddocks)
my horses refused to drink out of just 
one of them.  I experimented with this and 
I put the heater on a timer, one hour on and one hour off
they would stand around the tank and wait for minute 
that the heater would shut off and take big drinks.
