Ours don't seem to forget the electric fence. You can watch several of them out there testing it, brushing it with their whiskers closer and closer until they get the slightest buzz. No buzz and they're grazing over the fence.

Feeding them in the empty troughs ought to work but you might want to pull the troughs out once they're finished eating. Impatient knees against the empty trough at 4:00 AM is a rude awakening.

I'd vote for feeding them in the empty troughs to if possible. Or maybe even feed really close to it, hay scattered near it, and seeing the other horses drink, might get them to relax and give it a try again. Even horses who have been shocked by electric fences seem to forget sooner or later, and will again touch the fence.
 
Can you tell us what type of tank heater you had? And, did you figure out what caused the short in it? Here is sounds as you did everything right, and still had a problem. So glad it was not worst.
