There is a copy of the equine liability law posted at the gate of the equestrian camp at the state park. so that base is covered!
 
so far, only one person has said she won't come because of the helmet rule. Others have told me they are glad I said this because now they will be more aware of wearing helmets when they ride in general!

Don't forget to post a copy of the equine liability law if (as most states) it is required in your juristiction.  There are nice plastic signs available for each requiring state.  They sometimes can be hard to find.  If you can't find a source at local tack shops or on the web, check with the state horse council.
 
When I first held a trail ride in WI I found the sign and statute.  I was a bit put off when I saw that the law only protected "equine professionals".  Further reading revealed that the law specifically listed "organizers of trail rides..." as as meeting the definition.
 
If you do decide to require helmets, do make sure you enforce your rule.  Not enforcing a safety rule, can expose you to even more liability than not having a rule in the first place.
