That second paper talked about cardiac aspects of decoditioning. Still, my 
answer goes. There are still shorter-term deconditioning effects that must be 
held in check in a campaigning horse. 

Any time you go to zero or next-to-zero event-specific exercise, then you've 
gone to nowhere, making your return far more difficult--for the horse. Never go 
to next-to-zero until you're permanently retiring the horse from competition.
