[RC] Colorado- Banned from trails - Ridecamp Guest

I was told years ago by a learned person that the greatest source of noxious 
weed transfer was:
1.  The railroads= engines and rail cars both which travel all over the 
continent.
2.  Wind
3. Birds
4.  Cars of park visitors, especially the drive thru visitors.  Enter here- 
Exit there, etc.
The list of top ten didn't include horses of any type or usage.

The entire arguement against horses and "weed-free" forage is bogus from the 
git-go.  In Calif, You cannot get truly weed-free forage because in the budget 
crunch Gray Davis cut the field inspectors out of the budget.  The growers 
cannot get inspections from people who don't exist on the Calif State budget.  
When I asked about weed-free forage a year or so ago, my hay supplier had 
hysterics.  Gave him the best laugh he had had in years, he said.  If this 
inspoection process has changed, I would like to know EXACTLY how.  Most of the 
Agricultural inspection stations aren't even open, much less the attacks on hay.
