we  had a situation like that in Miami County KS where I live. more than 230 hackney ponies being starved to death. I was a news reporter then and when I went there it looked like a concentration camp for ponies. I was haunted for nights afterwards. Ugh...

 

What got attention for those ponies was someone going to the tv news. One brief news clip with pictures of the ponies, and our sheriff's office and district attorney sat up and paid attention. They had been told numerous times also, but once the spotlight was on it, they couldn't ignore it any longer.
