Motor vehicle licenses are an interesting example of democracy and special interest groups at work.
 
Years ago I had an old Blazer in WI.  That was before the rear seats folded down.  It was licensed as an automobile ($25/year at the time).  If I took the rear seat out (really easy) to haul something, it had to be licensed as a truck ($70/year at the time). 
 
Similar laws exist, and are often ignored, in many states.

PS.  WI has never used vehicle licenses as a prime revenue source, they get you on real property, and income taxes.
