[RC] FEI/WEC Qualification Question - Ridecamp Guest

I have a question for those who are more familar with FEI qualifications.  If 
each country is allowed to have their own selection process for the WEC why 
does the US have an FEI COC requirement.  This FEI COC just came into effect a 
few years ago...maybe less than 5? I thought a FEI COC was required for every 
nation to participate in a top level (WEC, Pan Am,) championship ride and that 
is why we established the requirement here in the US.  I thought that this 
requirement was to ensure that every horse entered at the top level of FEI was 
qualified to compete at that level.  If a FEI COC is not required at the 
international level why do we have it as a requirement?  If it is required at 
the international level how did a horse from the UAE compete in it's first 100 
at the WEC?
