there is one other weird possibility...
 
A few years ago in our county and several neighboring counties, there was a rash of "horsetail thievery" going on. Someone would go into pastures during the night and whack off horse tails, some of them just below the bone! the police speculated it was people selling the tail hair for horse hair tack and baubles or just pranksters. either way, it was awful. Horses went through the summers with no tails to keep the flies at bay.
 
It seems to have stopped around here, but it went on for a couple of years.

The "little shorter" might be the clue! Sounds like one or all three horses are
munching on each other's tails.
