Oh, good grief.  Any and all feeds can potentially cause some sort of
"imbalance" or deficiency, or overabundance of one nutrient or another.
That's just the nature of feeding rations consisting of only one or two hay
species, grain commodities, or whatever.

You can feed beet pulp up to 50% of the HAY ration.  That's dry weight,
prior to soaking.  I have some horses I've been mother henning for years
that get no forage except for beet pulp because of lack of dentition.

Feed a decent overall ration, including plenty of the best quality and most
multi-species hay you can find, along with as much beet pulp as your fuzzy
little heart desires and ignore all future nutrition advice from this
particular vet.  Or, if you're in a wicked mood, ask the vet to list exactly
what electrolytes he's referring to, and what percentages and what exact
feed in exactly what quantity can you feed to compensate for the issue.  Bet
he changes the subject.

My neighbor had the vet out yesterday for some shots.  The subject of beet
pulp came up and the vet told her not to feed more than 30% beet pulp to the
grain ration or it will cause an electrolyte imbalance.  I have never heard
that before and as I feed more beet pulp than 30% of my grain ration I just
want to know if there is any validity to this statement, Dr. Susan or Dr.
Heidi?  Thanks,   Louise
