April - couple of thoughts:  after you drain the tank, I'd just fill up a few 
buckets and put them right in the now empty tank.  Your horse is already used 
to drinking there and you may discover he develops a preference for a 
particular bucket.  From there you can then take away the tank and start 
getting him used to drinking from the bucket on the ground and then 
eventually move the bucket around so he just learns to look for his bucket to 
get a drink.  In this heat I bet you get all of the above done in a week or 
less.  Good luck.
