It depends.  If there have been reports of stolen stock, or there is a
disease outbreak of some kind all can and will stop you.
On the other hand, in many years with horses on the road in most Western
states I have been asked for papers only once. just a brand inspection, in
Mont
I do know folks that have had to show papers though.
Most are more concerned with ownership, travel permits than, health, but the
fines and hassle can be unpleasant.   With the season health permits and
lifetime brand/travel papers, it's not worth it to go without.

Idaho does, IF you are on the interstate and have a big enough rig to
be weighed.  One of our ride vets last year had to turn around at the
border and travel back 100 miles because he forgot his paperwork.
Lucky he was coming a day early.

Otherwise I have never heard of anyone checking a health certificate or
hay in Oregon, Washington or Idaho.

I am hoping (fingers crossed) to do the Big Horn this year, and
will be travelling from California thru Nevada and Idaho to get
there.  Does anyone know if there is anything on the road I need
to look out for (ie do any of the above states stop out-of-state
trailers regularly and check for Coggins/health certs, or are
there any requirements on hauling hay through the states)?  Any
info would be appreciated; I know it is still a few months away,
but want to plan ahead; thanks!!
