No matter what you use freak accidents can happen but I saw a 
young horse who put its head over the top bar and managed to
get its mouth over the second bar and hung itself. So I guess
if the horses are experienced being in fences then pipe corral is ok.  and of 
course there are the thousands and thousands of 
horses that don't have freak accidents.
