Jeri, usually the California Ag stations are supposed to check horses that
enter California.  However, my experience has been that, while they do stop
you, they don't check.  On the other hand, if they were aware of possibly
stolen horses and had the description of the horses, they might well
cooperate.  It's an extremely boring job.

Boring . . . and one that might have been hit by budget cuts: the I-40 station near Needles was unmanned when I drove through it on Friday.
