[RC] FEI Judicial Committee ruling - Sisu West Ranch

I have sent the following letter to Russell Broussard, and the copy list. It is in an unformatted form to this list to save server space:

Dear Mr. Broussard:

I recently received a posting on Ridecamp relating to the FEI Judicial Committee's ruling on the positive drug tests on the first to finish horse at the WEC endurance race, Hachim ridden by HH Sheik Hazza Bin Sultan Bin Zayed Al Nahyan (UAE).

I realize that everyone under suspicion is entitled to due process, under published rules. Assuming that the rules are as stated in the post, it is quite likely that the Judicial Committee of the FEI had no choice in making the ruling.

This is the second WEC that has tended to bring disrepute to the sport of endurance riding. If the AERC is to continue to be associated with international competition, we must be sure that procedures are put in place to prevent a repetition of this abuse of both the rules and spirit of our sport.

I urge you to find out why the proper procedures were not followed at the end of the ride, during the initial drug tests, and during the re-testing. We are all aware that investigations of this nature do require more time than we would like, but organizations that do not want to undertake difficult reforms often delay with the hope that call for reform will just "go away."

After the analysis is completed, the next obligatory action must be a timely and substantive change in FEI rules and procedures to assure the AERC that this type of abuse will never happen again. I believe that the required changes must be in place for the 2006 WEC in Achen, Germany.

I was also distressed to learn that the FEI has a list and grading of prohibited substances. I urge you to work towards international implementation of a rule with the same scope and intent as AERC rule 13. As an organization we must do everything possible to protect both our horses and the integrity of the competition.

If, on the international level, it proves to be impossible to achieve the same level of fairness and equine protection that we strive towards in AERC sanctioned rides, I would strongly recommend that the AERC completely disassociate itself from international competition.

When the news of this scandal hits the news media, I will find it hard to continue to tell people that endurance riding is a clean, drug free sport that puts the welfare of the horse first. These policies are integral to our sport and a large part of the reason why I have always been proud to be an endurance rider.

Be assured that while I have never ridden in an FEI ride, I have been a consistent supporter of international competition. I have crewed at 3 FEI rides. I would have been at the WEC this year if the rider I crewed for had been selected to the team.
