Some horses need a continuous hot fence as they learn that the zap only happens when it clicks.  No click, no zap. Goats are infamous for this.  May also have to set her up by placing her close to the fence and easing her into the fence to see if she even respects the fence.  Had a mule filly that would take a running start and just go right thru it.  mas

val, i would catch her in the act first.   she is probably going UNDER the fence.  i have a 15.2 hand APHA gelding that will do that. it is a funny sight!  
 
make sure the fence is good and hot.  that is usually why horses get through a fence like this.  it might not have enough ZAP!  to it.       cowboy ed
