I would add that an honest breeder will TELL you if the foal is registered
or not, or if the registration is applied for.  And it is a simple thing
to call the Registry and find out if an application is in process. 
Sometimes they are applied for and paid for, but just haven't had the hair
sample sent back to be DNA'd.  Sometimes they are applied for but not paid
for, in which case it is a simple matter to transfer the application (they
have a form for that) and pay it off, if it is a foal you want.  But do
figure out what is actually happening.
