Oh boy, I am a chef.  And people complain up a storm if the portions aren't BIG!  They voice that they are being ripped off etc.  So, I doubt very much if restaurants are going to cut back portion size.  Too many unhappy people and you are unemployed.
However, I agree that as Americans we take in way too many calories, as well as too much protein. 
And splitting an entree is a great way to keep portion size down.
