Karen:

I think you have answered all your questions.  Your horse is still basically a 
baby. Give him more time to develop.  Start riding and doing light ring work 
this year if you think he is ready.  But take it easy and don?t over do it.

Example:  My 14.2 Arab mare is 13 years old and has been carrying my 225 lbs. 
plus a 35 lb. saddle for the past seven years without problems.

Maturity seemed to occur around the age of 8 to 10 in my Arabs.
